Suspended engineer accused of making fire safety certificate for high -growing flats


The BBC has been told that a specialist has been accused of signing a fire safety certificate for flats in high -growing blocks using credentials and signature of another engineer without permission.
Adam Kiziaq has investigated for possible misconduct by the Fire Engineers (IFE) institution – which suspended him in August 2024.
However, Mr. Kiziaq’s company has been continuing to sign security certificates since then.
Lenders, including Natwest and Nationwide, are now withdrawing mortgage proposals to those expecting a flat with fire safety certificate issued by Shri Kiziyak’s company, TRAI Fire.
Mr. Kiziyak’s lawyer told the BBC: “Any allegations of fraud activity have been strictly rejected.”
The three fire fire protects and issues fire safety certificates for flats in high -growing blocks across the UK. These certificates known as EWS1S were introduced in 2019 after the Granfel Tower Fire, killing 72 people.
The form reflects the risk of a building fire based on its overall construction and an assessment of any cladding. Most banks and building societies require EWS1 certificates to decide to lend money on flats in apartment blocks.
There is no official register of EWS1 certificates, but the analysis by the Building Safety Register found that 410 out of 1,139 EWS1 signed between March 2020 and were released by TRAI Fire at the end of 2021.
Mr. Kiziaq, who is still allowed to work, cannot sign security certificates, while he is suspended by IFE.
‘I am very angry’
Awwal Salasu, a qualified fire engineer located in Saudi Arabia, told the BBC that he entered an agreement with a TRAI fire through a recruitment agency to assess 100 buildings.
He believes that Mr. Kiziyak used his signature without his knowledge so that he could allow him to issue a security certificate.
In most cases, Mr. Salisu alleged that there was insufficient information to be able to issue security certificates and returned the form to Mr. Kiziyak’s company for further work.
But the BBC has seen many EWS1 forms carrying out the signature of Mr. Salisu and using their IFE membership numbers, which Mr. Salisu says that they were not out of 100, which they were asked to review and those who were asked to review He did not know anything about.
“I am very angry about it,” says Mr. Salisu. “I have a sleepless night – my reputation is at stake.”
Mr. Salisu says that he uses a unique electronic signature on the documents that can be detected using an IP address on his laptop.
He said: “A good thing about all this is that every report that is presented with my beginning, none of them will be really my electronic signature.”
He has written to the Royal Institute of Chartered Surveyor, IFE and UK Finance – who oversees the hostage lending market – to alert what he believes.

Some lead lenders say they have now stopped offering hostage on houses signed by Mr. Kiziaq, which leaves buyers in Limbo.
For the first time buyer Sam Ireland told the BBC that his mortgage proposal was withdrawn when his lender discovered the fire security assessment of the property he expected to buy, issued by TRAI Fire.
“You feel fully powerless,” SAM says, which now has to start looking for another flat to buy and organize another mortgage. “It’s just the whole thing.”
The BBC has also learned about other people whose applications have been rejected by other lenders where Mr. Kiziyak’s firm was included.
Mr. Kiziyak’s lawyer told the BBC that he was unable to offer any other expansion as there was a pending investigation, but his customer was “very sorry for the difficulties caused by any crisis and the current situation”.
IFE refused to comment further, while its investigation is on.
The government recently announced a plan to speed up the process of obtaining thousands of tower blocks with flammable cladding and fire safety faults.
